Autonomy - Are We There Yet?

The presentation outlines the capability provided by drone technology in armed conflict and assesses the need to expand the definition of “autonomy”. Drawing on the recent Joint Committee on Human Rights inquiry on “The use of drones for targeted killing” and the publication of the Second Report (HL Paper 141), the presentation examines the approach favoured by International Humanitarian Law in bringing drone technology within its rules.
