
On 2 October, Professor Thomas Horsley gave evidence to the Scottish Parliament’s Constitution, Europe, External Affairs and Culture Committee’s inquiry on the transparency of intergovernmental relations and their implications for parliamentary scrutiny.
“In my evidence to the Committee, I underlined the growing importance of intergovernmental relations in shaping UK devolution, particularly after Brexit. Intergovernmental forums help build trust, promote dialogue, resolve disputes and, increasingly, coordinate policy between the UK and devolved governments.
