Abstract:
This research examines how market buoyancy affects the influence of the public sector on the regeneration of historic industrial brownfield sites led by private developers. It focuses on negotiation dynamics between public and private actors during the Pre-application and Application stages of the regeneration process. Using cases from London and Liverpool, the study investigates how the behaviour of both sectors is shaped by varying levels of real estate market buoyancy. The analysis is structured around four key categories: Trust, Risk, Interest, and Power (TRIP). Semi-structured interviews with developers and public sector planners reveal how these categories influence planning negotiations in shaping roles, expectations, and leverage throughout the process. The project aims to provide insights into how planning policies can be adapted to support more effective collaboration in contexts of differing market strength.
