Dr Wayne Shand

Biography

Wayne Shand is a Visiting Fellow at the Heseltine Institute, University of Liverpool and an independent researcher and consultant in urban and economic development.

He has worked in and with local government for over 30 years, as a senior officer in London and Manchester and, as a consultant, with towns and cities across the UK. He specialises in local economic strategy, skills and labour market policy.

Wayne has undertaken research internationally, focusing on urban poverty and homelessness and the application co-production and participatory methods in development.

He holds a MSc and a PhD from the University of Manchester in international development policy and management and is an Honorary Research Fellow at Manchester’s Global Development Institute.
