This briefing addresses the issue of social housing retrofit. Building on the reflections of Claire Rainsford of Onward Homes in Policy Briefing 2(06), Wayne argues a new approach is needed to finance and deliver retrofit programmes which are essential to achieving net zero. Reflecting on lessons from a housing retrofit programme in the London Borough of Camden, the briefing makes a series of recommendations on procurement, skills and governance. However, for retrofit to take place at sufficient scale and pace to meet the UK’s net zero target, it will be essential for central government to engage more intensively with the issue, aligning public policy to maximise the opportunities retrofit presents.
