Biography
Paul is Senior Lecturer in Politics at Liverpool John Moores University. His research interests focus on devolution, intergovernmental relations, nationalism and independence movements. Recently, his work has focused on the development of central-subnational relations in England. Paul has published widely on these topics in a range of journals including The Journal of European Public Policy, Nations and Nationalism, Parliamentary Affairs and The Political Quarterly. He is the author of Territorial Politics in Catalonia and Scotland: Nations in Flux (Manchester University Press, 2024).
