Since its establishment, IMPACT has acted as advisor for national HIA development at government level in many countries around the world. The impetus to achieve Health in All Policies has increased interest in HIA as a means of strengthening equity in health. As well as international and national HIA capacity building experience, IMPACT has received commissions for regional and sub-regional HIA capacity building programmes in Bilbao, Spain; North East England; North West England including Cumbria (a large programme with over 500 people trained in HIA), USA and Canada.
At local level, this work involves municipal, health and community organisations working in partnership, using participative learning approaches, for example delivering HIAs through Action Learning Sets, on topics such as Adult Home Care Services, a Housing Association Investment Plan, Healthy Homes Initiative, Alcohol Strategies, Housing Renewal Plans, regional Healthy Start Vitamin D supplementation policy and strategy.
Other capacity building activity has included working with the World Health Organisation (WHO) to develop HIA toolkits (e.g., for Healthy Cities) and the World Bank / International Finance Corporation (HIA Guidance).
IMPACT has considerable experience of working with municipal authorities, building capacity for and implementation of HIA across local authority, health and third sector partners, experiencing the day to day challenges of institutionalising HIA against a backdrop of political uncertainty and austerity measures.
The IMPACT comprehensive HIA training course, founded upon the Merseyside Guidelines for HIA (1998 and 2001), has been running successfully since 1998. Delegates from around the world participate in courses delivered twice yearly on campus in Liverpool. Since 2010, the course has also been delivered on location by commission.
IMPACT originated an e-MPH HIA module for Laureate Online Education delivered in conjunction with the University of Liverpool in 2008. IMPACT online HIA training was initiated in 2011.
