Biography

Tom joined the Heseltine Institute in 2020 as a Post-doctoral Research Associate after completing his PhD at the University of Manchester, which focused on transport devolution in Northern England and its effect on how local, sub-national and national government work together to plan infrastructure. Tom’s research centres on the institutional relationships between central and local government in England, in policy areas such as planning, economic development, industrial strategy, and the response to Covid-19. Tom was part of the research team supporting the UK2070 Commission inquiry into regional inequalities and before entering academia worked in a variety of policy and public affairs roles across the North of England.
