SUMMARY:Harm unseen: Re-thinking the protection of healthcare in armed conflict
DESCRIPTION:Dr Asli Ozcelik Olcay is Senior Lecturer in Law at the University of Glasgow, where she co-directs the Erasmus Mundus Master in International Law of Global Security, Peace and Development. Her research relates to international peace and security, with a focus on armed conflicts and peacemaking. Most recently, she was part of an AHRC-funded collaborative project on international humanitarian law and the challenges of protracted armed conflict.Healthcare personnel and facilities frequently come under attack in armed conflicts despite the special protection granted to healthcare under the laws of armed conflict. A record high number of attacks on healthcare across the world was recorded in the last few years, including in Gaza, Ukraine, Sudan, Syria, and Myanmar, often leading to far-reaching, compounding harm to healthcare networks. This talk will explore the legal protection of healthcare from attack and investigate the harms to healthcare (un)seen by this body of law, with a particular focus on indirect and compounding harm that results from protracted and urban armed conflict.
